Julia P. WorcesterJulia Worcester, a 2002 graduate of Syracuse University with a BA in Entertainment Business, entered the field of policy and government relations after volunteering as a precinct coordinator for District 30, during the 2002 Maryland Gubernatorial Campaign, while also working as a Legislative Aide to the Maryland House of Delegates. During the 2004 Presidential Campaign, Julia also served as the Anne Arundel County Co-Chair for the “Get Out The Vote” efforts.

Julia was appointed in 2003 to the Department of Human Resources, where she lobbied on such issues as child protective services, child support, welfare assistance, and medical assistance for low-income families. She has also worked as the Legislative Specialist to the Maryland Board of Physicians. Julia joined the Law Office of J. William Pitcher in September 2006 as a Legislative Consultant. Julia is a detail-oriented public affairs and communications professional, with a proven aptitude for researching and marketing both public relations and legislative public-policy projects.

Julia’s current clients include the Maryland Athletic Trainers Association, the Nurse Practitioner Association of Maryland, Maryland Ambulatory Surgical Association, Maryland Community Resource Center Coalition (non-profit), and the Maryland Psychological Association. In 2008, Julia successfully defeated a proposed “Cosmetic Surgery Tax”, which would have imposed a 6% sales tax on cosmetic surgery procedures such as breast augmentation, rhinoplasty, and liposuction. During the 2009 Legislative Session, Julia spearheaded successful legislation for the statewide licensure of more than 500 Athletic Trainers in Maryland. Most recently, Julia was responsible for the landmark 2010 passage of HB 319, which decoupled Nurse Practitioners from physician collaborative agreements by building a strong statewide coalition of allies and stakeholders. Julia has served as a liaison to the 2008 Governor’s Task Force on Health Care Access & Reimbursement, the Joint Committee on Access to Mental Health Services, and the 2010 Maryland Health Care Coordinating Council.

Julia is a lifelong resident of Maryland and is very active in local politics. She is also a Board Member of the Maryland Government Relations Association, the Maryland Chamber of Commerce Health Committee, and the Alumni Associations for Syracuse University and Severn School. Julia is currently pursuing a Juris Doctorate at the University of Baltimore School of Law.
